Karadeniz Technical University's (KTU) Institutional Development and Quality Assurance System has been selected as a "Good Practice Example" by the Turkish Higher Education Quality Council (THEQC). The system was presented to national and international higher education stakeholders at the 2nd THEQC International Conference on Quality Assurance and Accreditation.

Our University participated in the 2nd THEQC International Conference on Quality Assurance and Accreditation, organized by the Turkish Higher Education Quality Council (THEQC) under the theme “Quality Assurance Systems and Artificial Intelligence in the Digital Transformation Process.” The conference addressed the future of quality assurance in higher education, digital transformation, artificial intelligence, data-driven management, and emerging approaches to quality assurance, providing a platform for KTU to share its institutional development practices.

Our Rector Shared His Vision for the University of the Future

Our Rector, Prof. Dr. Hamdullah ÇUVALCI, delivered a speech in the panel titled "Building the University of the Future: The Role and Vision of Rectors in Accreditation Processes." Highlighting that KTU holds both "Full Accreditation" and "Research University" status, Rector ÇUVALCI emphasized that being a research university requires continuously enhancing the quality, impact, and social benefit of research beyond simply increasing its volume. Highlighting accreditation, strategic planning, and data-driven management as complementary components, our Rector stated, “Accreditation shows us where we stand today, the strategic plan shows us where we want to go, and data shows us how far we have progressed.”

Emphasizing that quality assurance cannot be regarded solely as the responsibility of specific units, our Rector underlined the importance of embedding a culture of quality throughout the University. In this regard, he noted that strategic planning, quality, performance, and risk management processes at our University are addressed through an integrated management approach and can be monitored under a single framework through the KTU KOKPÄ°T software. Identifying artificial intelligence, digitalization, big data, emerging learning technologies, and changing student profiles as key factors shaping the university of the future, our Rector, Prof. Dr. Hamdullah ÇUVALCI, stated, “At KTU, we are not waiting for the future; we are building the university of the future today.”

Strategic Planning, Process Management, Performance…

A key outcome of the conference for our university was THEQC's selection of the KTU Institutional Development and Quality Assurance System as a "Good Practice Example." Lecturer Ali Haydar DOÄžU, Rector’s Advisor Responsible for Strategic Planning and Quality, delivered a comprehensive presentation on the system's structure and operation. DOÄžU highlighted that an effective information management system supports institutional accreditation processes and fosters a sustainable quality culture within higher education institutions. His presentation detailed how the system integrates strategic planning, process management, performance, risk management, the PDCA (Plan-Do-Check-Act) cycle, data, and reporting into KTU's governance structure.

Our University’s Quality Practices Presented under Different Themes

During the conference, members of the KTU Quality Commission, Assoc. Prof. Dr. Hülya DOÄžAN, Asst. Prof. Dr. Ebru AÅžIK GÜNDOÄžAN, Res. Asst. Dr. YeÅŸim YEĞİNOÄžLU, and Prof. Dr. Nurhan GÜMRÜKÇÜOÄžLU, also presented academic papers on diverse topics. These included studies on the "KTU-KALPER Model," "The Relationship Between Internal Control and Quality Assurance Systems," and "Development of a RAG-Based Large Language Model for Automatic Scoring of Internal Evaluation Reports."

The contributions made by KTU at the conference demonstrated that quality assurance at the university is approached not merely as an accreditation requirement, but as an integrated institutional development model encompassing strategic management, data, performance, risk management, and continuous improvement.
