Regulated Staff Housing Rental Rates for 2025
Our University determined the 2025 rental rates for staff residences in accordance with national legislation governing public housing. According to the official announcement of the Department of Administrative and Financial Affairs, the 2025 rental rates were calculated on the basis of the Public Housing Law, the Public Housing Regulation, and the National Estate General Communiqué (Serial No. 419) published in the Official Gazette dated 27 December 2024 and numbered 32765.

Through this system, rental charges are not determined according to unrestricted market conditions but according to standardised and regulated rates established under public legislation. Rental payments for employees allocated staff housing are collected directly through their monthly salary or payroll.
Fair and Transparent Housing Allocation System
The allocation of public housing to academic and administrative personnel at our University is carried out according to defined criteria and applicable legislation. For this purpose, our University implements the Housing Distribution and Management Directive.
The Directive regulates the fair, transparent, and legally compliant fulfilment of employees’ accommodation needs, the assessment of priority status for academic and administrative personnel, the distribution of residences, application and allocation procedures, and requests for changes in assigned housing.

Access to Staff Housing for Different Employment Categories
Our University’s personnel information documents explicitly state that administrative staff may apply for specially allocated, duty-based, or queue-based staff residences in accordance with the Public Housing Regulation.
Applications can be submitted online through the University’s Information Management System (BYS). In addition to permanent staff, contracted personnel and workers are also eligible to apply for staff housing.
This demonstrates that employee housing support is not restricted to a single employment category and is accessible to employees with different employment statuses.

Guesthouse Accommodation for Employees
In addition to public housing, the Student Guesthouse located on the Central Kanuni Campus also provides accommodation for University employees subject to its capacity and applicable conditions.
The Guesthouse has a total of 61 guest rooms, including single, double, and suite options. Specific accommodation rates for University personnel were also established for 2025.

Main Purpose of the Institutional Housing System
Our University’s official Housing Allocation System clearly defines the purpose of providing accommodation to employees. It states that one of the principal aims of allocating public housing is to “contribute to solving the housing problems of public employees” and that “the economic circumstances of personnel are also taken into consideration” during the process.
Therefore, our University’s housing provision is not limited merely to providing physical accommodation close to campus. It also includes housing support through publicly regulated rental rates that take employees’ economic circumstances into account.
