7.21. Written Code of Ethics

Karadeniz Technical University has established a comprehensive and formally documented Code of Ethics that applies to university leaders, academic staff, administrative personnel, and students. The university’s ethical framework is based on national legislation, higher education ethics principles, institutional regulations, and written ethical commitments, ensuring that ethical conduct is embedded throughout academic, administrative, and governance processes.

For university leaders, academic staff, and administrative personnel, the ethical framework is supported by the Council of Higher Education’s Ethical Conduct Principles for Higher Education Institutions, the national Regulation on Ethical Conduct Principles for Public Officials and Application Procedures and Principles, and the Public Officials Ethical Contract. These documents define the fundamental principles of integrity, impartiality, transparency, accountability, respect for human rights, protection of public resources, avoidance of conflicts of interest, prevention of discrimination, and commitment to the public interest. Furthermore, all personnel formally acknowledge these ethical responsibilities through written ethical commitments during their appointment processes, strengthening institutional accountability and ethical awareness.

The university’s ethical framework is not limited to policy statements but is supported by formal implementation mechanisms. Ethical principles are integrated into institutional procedures, administrative practices, and governance processes, while relevant regulations provide guidance on reporting, monitoring, and responding to ethical concerns. This ensures that ethical standards are actively communicated, implemented, and reinforced across the university.

Karadeniz Technical University also maintains a written ethical framework specifically addressing students. Student ethics documents clearly define academic honesty principles and prohibit behaviors such as plagiarism, cheating, unauthorized use of another person’s work, academic fraud, and other forms of unfair academic advantage. Students formally acknowledge these principles through signed ethical commitment forms, demonstrating individual responsibility for maintaining academic integrity throughout their education.

In addition, faculty-level ethics directives and institutional ethics regulations strengthen the student dimension of the ethical framework by addressing research ethics, publication ethics, educational ethics, professional responsibility, stakeholder relations, and academic conduct. These documents emphasize core values such as honesty, justice, respect, responsibility, objectivity, transparency, academic freedom, and non-discrimination. They also establish formal procedures for evaluating ethical concerns and allegations of misconduct.

The implementation and oversight of ethical principles are supported through institutional ethics committees and review mechanisms. These structures are responsible for evaluating ethical issues, reviewing allegations of misconduct, examining evidence, obtaining necessary information and defenses, and issuing formal decisions in accordance with established procedures. Through these mechanisms, ethical principles are not only defined in writing but are also monitored, evaluated, and enforced within a structured institutional framework.

As a result, Karadeniz Technical University has developed a university-wide Code of Ethics that applies to all major stakeholder groups, including university leaders, academic staff, administrative personnel, and students. Supported by official regulations, written commitments, ethical guidance documents, and institutional review mechanisms, the university’s ethical framework promotes integrity, accountability, transparency, academic honesty, and responsible conduct while ensuring the continuous implementation and monitoring of ethical standards throughout the institution.
