Summary:

      Transportation systems are the important keys for a country to use the economic resources and to have cultural and commercial relations with other countries. Development of the transportation systems in the country improves the relations among the regions and supports the delivery of excessive agricultural or industrial products from the regions have to the regions which don’t. Also, as the distance between the two points is decreased, saving on fuel consumption and time rise up and it provides huge advantages.

Aim of the study is evaluating the vehicles of Bayburt and nearby districts reaching coastline in a shorter time, when compared with Gümüşhane highway, as the tunnel, approximate length of which is 3.9, is constructed on the Salmankaş part of Araklı-Bayburt highway calculating the benefits and cost of tunnel construction in the aspects of the region.

      In this study benefit-cost analyzing technique is used, benefits of constructing the tunnel and the cost are carefully assessed. Moreover, when the re-conditioning of the highway and tunnel construction is completed, Trabzon-Araklı-Bayburt highway which will be shorter and in better condition is compared with the highway of Trabzon-Gümüşhane-Bayburt in the aspects of benefits through future years.

In conclusion, cost of the tunnel which is going to be constructed Trabzon-Araklı- Bayburt highway is approximately 72.764.640 TL in year 2010, cost of the lightening and the air systems are 18.657.600 TL, and total cost is calculated to be approximately 91.422.240 TL. It has been considered that the cost can be reduced during awarding. Besides, it has been projected that this tunnel is going to pay off its cost in three years, and after three years it is going to present benefits.
